• Assess the legal implications of treaties for the domestic legal system and determine the legislative measures necessary to implement the treaty;
• Draft national legislation–Bills, statutory instruments (regulations, rules, licences etc.) and accompanying material for Cabinet and Parliament;
• Draft model legislation that can be used in several countries by making only minor alterations to make it country specific;
• Draft legislation to implement treaty obligations.

We offer legal and regulatory advice to governments to assist with strategic initiatives that involve law or regulatory reform, for example establishing regulatory authorities, introducing regulation in an unregulated sector, privatization, or embarking on public private partnerships for infrastructure. In particular, we:

• Advise on the legal instruments and legislative changes that are necessary to implement strategic initiatives involving law or regulatory reform;
• Design regulatory frameworks;
• Draft the required legislation–Bills, statutory instruments (regulations, rules, licences etc.) and accompanying material for Cabinet and Parliament;
• Negotiate and draft the required legal instruments (e.g. concession agreements, power purchase agreements).

We offer a law revision and consolidation service to Governments to assist them in ensuring that their laws are updated and accessible. Information technology and desktop publishing have opened up avenues for doing law revision and consolidation at much less than the traditional cost, and with much shorter lag times between the passing of laws and their consolidation on the statute book. With the collaboration of our network of professionals we can offer electronic and online publishing solutions.

We offer legal Research and advice to Governments, regional institutions and NGO to inform their activities and decision-making.

We offer training and supervision in legislative drafting and law revision and consolidation to the officers in drafting departments to build capacity in these offices, which are currently generally staffed by junior drafters.
